The National Child Benefits Office (RKW, Rijksdienst voor Kinderbijslag voor Werknemers) is responsible for the distribution of more than 3.9 billion EUR in child benefits to 1.1 million families in Belgium. Next to this core responsibility RKW feels that a proactive information and communication policy is critical as well. To effectively implement this policy, RKW chose Scriptura as a communication platform. Scriptura is also used at other national governmental organizations like RVP (National Pensions Office), RVA (National Employment Office) en RSVZ (National Institute for the Social Security of the Self-employed).
At first, Scriptura will be used to generate all outgoing documents. Important was the need for a solution based on open standards. This ensures RKW can easily replace older mainframe systems with updated versions.
Rudy Leys, ICT manager RKW: “The legal regulations concerning the layout and contents of our outgoing documents are constantly changing. Scriptura's flexibility concerning multi lingual templates and “reusable objects” allows us to adopt these changes much faster. This reduces overall ICT costs.“
Xerox also played an important role in deploying the project. With their FreeFlow Output Manager, Xerox enables all Scriptura generated documents to be printed on any corporate printer in a transparent way, whether it’s on the central DocuTech printer or on the smaller local area network printers. Xerox specialists were asked to pay extra attention to duplex printing and to the use of different paper trays for preprinted paper.
In a second phase Scriptura will also be used to deploy interactive documents. With interactive documents (Scriptura Live Docs) users have the ability of creating documents by selecting and adjusting predefined building blocks. This will address the need to control the ever changing regulatory compliance. Over 600 RKW officers will use this solution.
The decisive factors to choose Scriptura mainly were: user friendliness, easy integration with existing systems and performance.

I never thought it would be
I never thought it would be possible to automate the document communication until I had the chance to see how Scriptura works at my uncle`s office. I came there because I needed to make a full color booklet printing, but my uncle called me to show a new technology that is easy to use, saves money, time and it’s called Scriptura.
